I would recommend you to swap out the fans to ML-120 Pro and run it at 80% fixed fan speed and try again. The first governor was Intel P-State, which is the default driver in Linux. I'm using the H150i and I swapped out all my fans to ML-120 Pro. I have not seen the thermal throttling, however one thing with the cooler that you will get is the upper power limit of 120 throttling the card.
